Chris Rogers

Non-Resident Senior Fellow

Chris Rogers is a Non-Resident Senior Fellow at the Reiss Center on Law and Security at NYU School of Law. His work focuses on the intersection of international law, national security, human rights, and armed conflict.

Rogers recently served as Branch Chief and Law & Policy Advisor at the U.S. Department of Defense’s Civilian Protection Center of Excellence, where he helped lead efforts to strengthen civilian harm mitigation across U.S. military operations worldwide, advising on civilian protection, civilian harm investigations, engagement with U.S. allies and partners, and integration of emerging technologies including artificial intelligence. Before joining DoD, Rogers was Senior Program Manager for International Security and Rights at the Open Society Foundations, where he directed global advocacy, research, and grantmaking on national security, counterterrorism, and human rights. He led a wide range of initiatives in conflict-affected environments from Afghanistan, Pakistan, and Syria to Yemen, Palestine, Kenya, Nigeria, and Ukraine. Earlier in his career, he was a field researcher with the Center for Civilians in Conflict (CIVIC), based in Afghanistan and Pakistan.

He has published widely on issues including drone warfare, detention, torture, civilian protection, transitional justice, and accountability. He holds a JD from Harvard Law School, an MPhil in International Development from Oxford University, and a BA from the University of Pennsylvania.
