Meyer Professor of Law Stephen Holmes and Deputy Assistant Secretary of Threat Finance and Sanctions Peter Harrell. \nProfessor Holmes and Deputy Assistant Secretary Harrell elaborated on Russian President Vladimir Putin’s world view and strategy for projecting power\, as well as the strategy animating the response of the United States government to the annexation of Crimea and massing of troops on the border with Ukraine.  Mr. Harrell also discussed the U.S. government’s sanctions policy with respect to Ukraine and Russia. \n
