She was nominated by President Biden in April 2021 and unanimously confirmed by the Senate on July 12\, 2021. As Director\, Jen leads CISA’s efforts to understand\, manage\, and reduce risk to the cyber and physical infrastructure Americans rely on every day. She is a proud Mom\, a mental health advocate\, a Rubik’s Cube enthusiast\, and an aspiring electric guitarist.\nBefore serving in her current role\, Jen was the head of Firm Resilience at Morgan Stanley\, responsible for ensuring preparedness and response to business-disrupting operational incidents and risks to the Firm. She also helped build and served as the first Global Head of Morgan Stanley’s Cybersecurity Fusion Center\, the Firm’s center of gravity for cyber defense operations. Jen has a long tradition of public service\, to include two tours at the White House\, serving as both Special Assistant to President Obama for Counterterrorism and as Executive Assistant to National Security Advisor Condoleezza Rice. She also served as the Deputy for Counterterrorism at the National Security Agency.\nA two-time recipient of the Bronze Star\, Jen retired from the U.S. Army after more than twenty years of service in intelligence and cyber operations\, including tours of duty in Haiti\, the Balkans\, Iraq\, and Afghanistan. Responsible for standing up the Army’s first cyber battalion\, she was also instrumental in the design and creation of United States Cyber Command. \nJudi Germano is an internationally-recognized thought leader on cybersecurity governance and privacy issues. She is a Distinguished Fellow at the NYU Center for Cybersecurity (CCS) and Senior Fellow at the Reiss Center on Law and Security\, and an Adjunct Professor of Law at NYU School of Law and NYU Stern School of Business. Judi founded the Women Leaders in Cybersecurity series\, and leads the CCS Cybersecurity Leaders Roundtable series of corporate executives and senior government officials addressing critical cybersecurity concerns. DESCRIPTION:On Thursday\, September 26\, the Reiss Center hosted a multilateral side event convened by the United States\, Ukraine\, United Kingdom\, Japan\, and the European Union on the margins of the United Nations General Assembly high-level week. The discussion addressed the topic of stopping the destabilizing flow of sensitive technology and was chaired by U.S. Assistant Attorney General Matthew G. Olsen of the Justice Department’s National Security Division\, Ukrainian Prosecutor General Andriy Kostin\, and European Commissioner for Justice Didier Reynders. Diplomats and officials from 18 countries and the EU joined the meeting. \nIn two sessions\, presenters from a range of countries described the threat landscape of efforts to acquire these technologies as well as the legal authorities and other tools that can be employed to stop their illicit flow\, including across multilateral partnerships. This has highlighted a vital but unsettled question in US law: When can the government act to persuade social media companies to alter their content moderation policies and/or take down certain speech\, and when do those efforts cross into violations of the First Amendment? The debate over this practice\, often called government “jawboning\,” will come to a head in Murthy v. Missouri\, set to be argued before the Supreme Court on March 18. \nMurthy poses a number of questions that defy easy answer\, driving at the heart of how we wish to construct and regulate what some consider to be the modern public square. She is the seventh Senate-confirmed DNI in our nation’s history and the first woman to lead the U.S. Intelligence Community. \nDirector Haines has deep national security experience. During the Obama administration\, she served as Assistant to the President and Principal Deputy National Security Advisor from 2015-2017\, during which time she led the National Security Council’s Deputies Committee. From 2013-2015\, Haines was the Deputy Director of the Central Intelligence Agency. She was the first woman to hold both of these positions. She initially joined the federal government as a civil servant and over the last two decades has worked in all three branches of government\, in and outside of the intelligence community\, and in academia as a research scholar at Columbia University and a senior fellow at the Johns Hopkins University Applied Physics Laboratory. \nHaines most recently led the Transition’s National Security and Foreign Policy Team and served as a member of the National Commission on Military\, National\, and Public Service. \nHaines received her bachelor’s degree in physics from the University of Chicago and a law degree from Georgetown University Law Center. \n  \nTroy McKenzie is Dean and Cecelia Goetz Professor of Law at NYU School of Law. He served as faculty co-director of the Institute of Judicial Administration (IJA) for over six years\, as well as faculty co-director of the Center on Civil Justice. His research and teaching interests include bankruptcy\, civil procedure\, complex litigation\, and the federal courts. He studies litigation and the institutions that shape it—particularly complex litigation that is resolved through the class action\, bankruptcy\, and other forms of aggregation. He is also a member of the National Bankruptcy Conference and the Council of the American Law Institute. \nFrom 2011-15\, McKenzie served\, by appointment of the Chief Justice\, as a reporter to the Advisory Committee on Bankruptcy Rules of the Judicial Conference of the United States. From 2015-17\, he took a leave of absence from NYU to serve in the US Department of Justice as a Deputy Assistant Attorney General for the Office of Legal Counsel. \nMcKenzie earned a bachelor’s degree in chemical engineering in 1997 from Princeton University and a law degree in 2000 from NYU\, where he was an executive editor of the Law Review and a member of the Order of the Coif. After law school\, he served as a law clerk to Judge Pierre N. Leval of the US Court of Appeals for the Second Circuit and Justice John Paul Stevens of the Supreme Court of the United States. Before joining the NYU faculty in 2007\, McKenzie was a litigation associate at Debevoise & Plimpton in New York.

Now the investigation has culminated in an unprecedented step: the first federal indictment of a former president. She previously worked at the Open Society Foundations as the Senior Policy Advisor for Africa\, Europe\, and Eurasia\, and from 2015 until 2020 she was the Senior Director with Albright Stonebridge Group’s Africa Practice\, where she advised and assisted private and social sector clients on growth strategies across the African continent. Ms. Cormier Smith began her State Department career as a Foreign Service Officer with assignments in Mexico\, South Africa\, and Washington\, DC. She is the recipient of four Department of State Meritorious Honor Awards and the Thomas R. Pickering Foreign Affairs Undergraduate Fellowship. She was honored by New America as a 2020 Black American National Security and Foreign Policy Next Generation Leader\, and is a 2020 alumnus of the New Leadership Council Washington\, DC chapter and a Term Member of the Council on Foreign Relations. Ms. Cormier Smith holds a B.A. in Political Science and Psychology from Stanford University and a M.A. in Public Policy from John F. Kennedy School of Government at Harvard University. She is proficient in Spanish and French. \nCatherine Powell is a Professor at Fordham Law School\, where she teaches Civil Rights and Civil Liberties in a Digital Age; Feminism\, Race & the Law; Constitutional Law; and Human Rights. Her current work focuses on race\, gender\, economic precarity\, and emerging technologies. Powell is a Non-Resident Senior Fellow at the Reiss Center on Law and Security at NYU School of Law\, and a Visiting Fellow at the Yale Law Information Society Project. Powell’s prior experience includes stints in the Obama administration (on the White House National Security Staff and Secretary of State Hillary Clinton’s Policy Planning Staff)\, where she worked on human rights\, women’s rights\, refugees\, and technology policy. Previously\, she was on the Columbia Law School faculty as founding director of the Human Rights Institute and Clinic. Powell is a graduate of Yale College\, Yale Law School\, and Princeton’s School of Public and International Affairs (master’s degree). She was also a post-graduate fellow at Harvard Law School and clerked for Judge Leonard Sand in the SDNY.
