Posner evaluates the measures that have been taken in the past two years to implement the Intelligence Reform Act of 2004\, which decreed a wholesale reorganization of the intelligence system. Countering Terrorism also addresses broader issues in the struggle against terrorism\, such as the failure of criminal law enforcement and the difficulty of devising criteria for allocating counterterrorist funds. \nModerator: \nStephen Holmes\, faculty research advisor at the Center on Law and Security and the Walter E. DESCRIPTION:Speaker Bios \nSuzanne Maloney\, an expert on Iran\, the Persian Gulf States\, energy\, and economic reform\, is a senior fellow at the Saban Center for Middle East Policy at the Brookings Institution. Dr. Maloney is a former member of the U.S. State Department’s Policy Planning Staff where she worked on Iran\, the Persian Gulf\, and broader regional issues. Her research focuses on political and economic dynamics in Iran\, as well as economic reform and energy issues in the Middle East. Prior to joining the State Department\, Maloney was the Middle East advisor at ExxonMobil Corporation. She served as project director of the Task Force on U.S. Policy Toward Iran for the Council on Foreign Relations\, whose report\, Iran: Time for a New Approach\, recommended a strategy for engaging Iran. Maloney was the recipient of an International Affairs Fellowship at the Council on Foreign Relations and has previously served at Brookings as an Olin Fellow and a Brookings research fellow. \nMaloney is the author of a forthcoming U.S. Institute of Peace book on Iran’s relationship with the Islamic world. She received a Ph.D. and an M.A.L.D. from the Fletcher School of Law and Diplomacy at Tufts University and a B.A. in International Relations from the University of Pennsylvania. \nKarim Sadjadpour is an associate at the Carnegie Endowment for International Peace. He joined Carnegie after four years as the chief Iran analyst at the International Crisis Group based in Tehran and Washington\, D.C. A leading researcher on Iran\, Sadjadpour has conducted dozens of interviews with senior Iranian officials\, and hundreds with Iranian intellectuals\, clerics\, dissidents\, paramilitaries\, businessmen\, students\, activists\, and youth\, among others. \nHe is a regular contributor to BBC World TV and radio\, CNN\, National Public Radio\, and PBS NewsHour with Jim Lehrer\, and has also written in the Washington Post\, New York Times\, International Herald Tribune\, and New Republic. Frequently called upon to brief U.S. and EU officials about Middle Eastern affairs\, he has testified before the Senate Foreign Relations Committee\, given lectures at Harvard\, Princeton\, and Stanford Universities\, and spoken before the Council on Foreign Relations and Asia Society. Sadjadpour was named a Young Global Leader by the World Economic Forum in Davos\, Switzerland and has been the recipient of numerous academic awards\, including a Fulbright scholarship. He has lived in Latin America\, Europe\, and the Middle East. \nGary Sick is a senior research scholar at SIPA’s Middle East Institute\, and an adjunct professor of international affairs at SIPA. He is the author of All Fall Down: America’s Tragic Encounter With Iran (Random House 1985) and October Surprise: America’s Hostages in Iran and the Election of Ronald Reagan (Random House 1991). \nProfessor Sick served on the National Security Council under Presidents Ford\, Carter\, and Reagan. He was the principal White House aide for Iran during the Iranian Revolution and the hostage crisis. Sick is a captain (ret.) in the U.S. Navy\, with service in the Persian Gulf\, North Africa\, and the Mediterranean. He was the deputy director for International Affairs at the Ford Foundation from 1982 to 1987\, where he was responsible for programs relating to U.S. foreign policy. He is also a member of the board of Human Rights Watch in New York and the chairman of the Advisory Committee of Human Rights Watch/Middle East. He was the executive director of Gulf/2000\, an international research project on political\, economic\, and security developments in the Persian Gulf\, being conducted at Columbia University from 1994 to 1995 on behalf of the W. Alton Jones and Rockefeller Foundations. He received his BA from Kansas University in 1957 and a Master of Science from George Washington University in 1970. In 1973 he earned a PhD from Columbia. \nMODERATOR \nSteven Simon is the Hasib J. Sabbagh senior fellow for Middle Eastern studies at the Council on Foreign Relations. Prior to joining the Council\, Mr. Simon specialized in Middle Eastern affairs at the RAND Corporation. He was previously the deputy director of the International Institute for Strategic Studies and Carol Deane senior fellow in U.S. security studies. Before moving to Britain in 1999\, Mr. Simon served at the White House for over five years as director for global issues and senior director for transnational threats. During this period\, he was involved in U.S. counterterrorism policy and operations as well as security policy in the Near East and South Asia.  These assignments followed a fifteen-year career at the U.S. Department of State. \nMr. Simon is the author of the February 2007 Council Special Report “After the Surge: The Case for U.S. Military Disengagement from Iraq.” He is the coauthor of The Age of Sacred Terror (Random House\, 2002)\, which won the Council on Foreign Relations 2004 Arthur Ross Book Award\, and coeditor of Iraq at the Crossroads: State and Society in the Shadow of Regime Change (Oxford University Press/IISS\, 2003). He is also the coauthor of Building a Successful Palestinian State (Rand Corporation\, 2005) and The Arc: A Formal Structure for a Palestinian State (Rand Corporation\, 2005). Most recently\, he coauthored The Next Attack (Henry Holt\, 2005)\, which examines the evolution of the jihad since September 11\, 2001\, and America’s response\, and was a finalist for the Lionel Gelber Prize in 2006.Mr. Simon has published in Time\, the New York Times\, the Washington Post\, the Financial Times\, the Wall Street Journal\, Christian Science Monitor\, the Washington Times\, Foreign Affairs\, the New Republic\, the New York Review of Books\, Survival\, the National Interest\, World Policy Journal\, and other journals. He is a frequent guest on CNN\, BBC\, ABC\, 60 Minutes\, Nightline\, The NewsHour with Jim Lehrer\, Fox\, and NPR. Mr. Simon has a BA from Columbia University in classics and Near Eastern languages\, an MTS from the Harvard Divinity School\, and an MPA from Princeton University. DESCRIPTION:Speaker Bios \nRand Beers served as the National Security adviser to the Kerry-Edwards 2004 campaign. Previously he spent 35 years as a senior civil servant. After serving as a Marine officer and rifle company commander in Vietnam\, he entered the Foreign Service in 1971 and the Civil Service in 1983. From 1988-98\, Mr. Beers served on the National Security Council Staff at the White House as Director for Counter-terrorism and Counter-narcotics\, Director for Peacekeeping\, and Senior Director for Intelligence Programs. From 1998-2003 he was Assistant Secretary of State for International. Narcotics and Law Enforcement Affairs. In 2002-03 he was Special Assistant to the President and Senior Director for Combating Terrorism. In 2002-03 he was Special Assistant to the President and Senior Director for Combating Terrorism at the National Security Council. Beers earned a B.A. from Dartmouth College and an M.A. from the University of Michigan. \nMichael Sheehan comes to the Center on Law and Security from his position as Deputy Commissioner of Counterterrorism for the New York City Police Department. Commissioner Sheehan is best known for his work in the fields of counterterrorism at the local\, national and international levels. Prior to his position at the NYPD\,  Sheehan  was appointed by Kofi Annan as the United Nations Assistant Secretary General in the Department of Peacekeeping Operations\, where he was responsible for oversight of military and police peacekeeping forces around the world. Commissioner Sheehan’s counterterrorism record extends back to the 1990s\, when\, following the embassy bombings in East Africa\, he became the Department of State’s Ambassador at Large for Counterterrorism. Upon retiring from the Army as a Lieutenant Colonel in 1997\, Sheehan was appointed a Deputy Assistant Secretary of State in the Bureau of International Organizations\, where he focused on international policing in Bosnia and Kosovo. He has served under three National Security Advisors and two Presidents (George H.W. Bush and Bill Clinton). He holds a B.A. from West Point\, an M.A. from Georgetown’s School of Foreign Service and an M.A. from the U.S. Army Command/General Staff College. \nLawrence Wright is a Fellow at the Center on Law and Security and an author and screenwriter\, as well as a staff writer for The New Yorker magazine.  His book on Al Qaeda\, The Looming Tower (Knopf\, 2006)\, in addition to being named one of the top ten books of 2006\, according to both the New York Times and the Washington Post\, and nominated for the 2006 National Book Award\, won the 2007 Pulitzer Prize for General non fiction. A portion of that book\, “The Man Behind Bin Laden\,” was published in The New Yorker and won the 2002 Overseas Press Club’s Ed Cunningham Award for best magazine reporting. He has also won the National Magazine Award for Reporting as well as the John Bartlow Martin Award for Public Interest Magazine Journalism.  Currently he is working on a script for MGM about John O’Neill\, the former head of the FBI’s office of counterterrorism in New York\, who died on 9/11.

Professor Haykel has advised the British and U.S. governments on Islamic affairs and has been involved in a number of key court cases relating to terrorism since 9/11. DESCRIPTION:In the wake of the recent conflict in the Middle East\, the NYU Law School’s Center on Law and Security is organizing a special open forum on Hezbollah on September 28th 2006 at 6pm in the Vanderbilt Hall at NYU. The open forum is part of a series of events planned this fall by the Center on Law and Security on key subject areas in the war on terrorism.  The open forum will feature: \nPeter Bergen\, a Fellow at the Center on Law and Security and CNN’s Chief Terrorism Analyst will moderate a discussion held by two leading experts on Hezbollah. \nAmbassador Michael A. Sheehan is a Distinguished Fellow at the Center and Law and Security and formerly the NYPD’s Deputy Commissioner for Counter-terrorism (2003-6) and the State Department’s Counter-terrorism Coordinator (1998-2000) a role he took on after a career in the US Army Special Forces. \nHala Jaber is a British-Lebanese foreign correspondent for the Sunday Times (London) who has reported extensively on Hezbollah including sending dispatches from the frontllines of the recent conflict. She has exceptional contacts within the Hezbollah leadership and in 1997 wrote the authoritative book on Hezbollah\, Hezbollah: Born with a Vengeance\, for which she was given unparalleled access to the organization. She was named Foreign Reporter of the Year in 2005 in the prestigious  British Press Awards. \nThe panelists will discuss an array of issues raised by the month long conflict in the Middle East\, focusing particularly on Hezbollah’s future position within the Lebanese political fabric. Will Hezbollah be emboldened to launch new terrorist attacks or will it in future focus more on the political sphere. How will other Lebanese political actors respond to Hezbollah in the coming months and years?  How will Hezbollah’s relationship develop with Iran and Syria? How can the international community develop a strategy to ensure full sovereignty to the Lebanese State? \nThe panelists will also focus on the security threat from Hezbollah\, a group classified as a terrorist organization by the U.S. State Department. To what degree does Hezbollah’s new capabilities threaten Israeli security?  To what extent does Hezbollah have the capability and appetite to launch attacks of a global reach? Is there a possibility of Hezbollah attacking US facilities if tensions continue to rise between the US and Iran? What is the likelihood of Hezbollah and al Qaeda might cooperating in a global Islamist insurgency?

DESCRIPTION:In this sixth meeting of an ongoing project at the Center\, participants discussed pressing issues in the global fight against terrorism. A distinguished group of prosecutors and terrorism experts from Spain\, Morocco\, Germany\, Belgium\, France\, Egypt\, Colombia\, Holland\, Turkey\, Pakistan\, the United Kingdom\, and the United States met for two days in June at NYU’s School of Law. Topics included international cooperation in the areas of intelligence\, law enforcement\, and judicial processes; international police organizations such as Interpol\, Europol\, and Eurojust; terrorist finance; and radicalization and prevention of terrorism. The meeting was organized with Judge Baltasar Garzón and will result in a final report to be published and presented in the fall of 2006.

Are these attacks perpetrated by irrational religious zealots\, or is there a logic behind them? Come and hear our panel of experts address these questions and more. \n  \nFeaturing: \nPeter Bergen is a Fellow at the New America Foundation in Washington D.C. where he researches and writes on the al Qaeda network and on the problem of global terrorism. He is the author of The Osama bin Laden I Know: An Oral History of Al Qaeda’s Leader and Holy War\, Inc.: Inside the Secret World of Osama bin Laden. He has written for a variety of publications including The New York Times\, The New Republic\, Vanity Fair\, Foreign Affairs\, The Washington Post\, The Washington Times and the Washington Monthly. He also serves as CNN’s terrorism analyst. \nBaltasar Garzón is an investigating judge for Spain´s National Court\, where he has worked since 1998 and is currently a Distinguished Fellow at the Center on Law and Security. One of his areas of expertise is the investigation of terrorism\, from the Antiterrorist Liberation Groups (GAL)\, a paramilitary organization operating in Spain\, to the terrorist organization\, ETA\, to al Qaeda cells and Islamist terrorism in Spain. He has also investigated drug trafficking\, organized crime\, and financial crimes\, as well as crimes against humanity\, such as the torture and genocide that took place in Chile and Argentina. He ordered the arrest of both Augusto Pinochet and Osama bin Laden. He is the author of various books and articles on terrorism. \nStephen Holmes is the Walter E. Meyer Professor of Law at NYU School of Law. He previously taught at Harvard University in the Department of Government\, at the University of Chicago in the Law School and the Political Science Department and at Princeton University in the Politics Department. His fields of specialization include democratic theory\, the history of liberalism\, the disappointments of democratization after communism\, the Russian criminal justice system\, comparative constitutional law\, political trials\, and the weaknesses of international law. His recent essay\, “Al-Qaeda\, September 11\, 2001” appears in Diego Gambetta’s Making Sense of Suicide Missions. \nFarhad Khosrokhavar is a professor at the Ecole des Hautes Etudes en Sciences Sociales (EHESS) in Paris\, a position he has held since 1998. He was previously an associate professor at EHESS-Cadis (1991-98) and a Rockefeller Fellow (1990-91). His research interests include political sociology\, the sociology of religion\, contemporary Islam\, and Iran. He has published extensively on Iran and Islam in Europe. His most recent book is Suicide Bombers: Allah’s New Martyrs. \nRobert A. Pape is Professor of Political Science at the University of Chicago specializing in international security affairs. Among his many publications are the books Dying to Win: The Strategic Logic of Suicide Terrorism and Bombing to Win: Air Power and Coercion in War. His commentary on international security policy has appeared in The New York Times\, Washington Post\, New Republic\, Boston Globe\, Los Angeles Times\, and Bulletin of Atomic Scientists\, as well as on Nightline\, ABC News\, CBS News\, CNN\, Fox News\, and National Public Radio. His current work focuses on the causes of suicide terrorism and the politics of unipolarity.
