The conventional wisdom today is that Al-Qaeda the organization is more or less finished and Al-Qaeda the ideological movement has risen in its place. The London bombings raise questions about the conventional wisdom.

Terrorism and Security: Coordination and cooperation

At NYU School of Law, New York City June 23-24, 2006

In this sixth meeting of an ongoing project at the Center, participants discussed pressing issues in the global fight against terrorism. A distinguished group of prosecutors and terrorism experts from Spain, Morocco, Germany, Belgium, France, Egypt, Colombia, Holland, Turkey, Pakistan, the United Kingdom, and the United States met for two days in June at NYU’s School of Law. Topics included international cooperation in the areas of intelligence, law enforcement, and judicial processes; international police organizations such as Interpol, Europol, and Eurojust; terrorist finance; and radicalization and prevention of terrorism. The meeting was organized with Judge Baltasar Garzón and will result in a final report to be published and presented in the fall of 2006.

Prosecuting Terrorism: The Global Challenge

At NYU’s Villa La Pietra campus in Florence, Italy May 25-26, 2006

Participants included: Judge Baltasar Garzón of Spain, Judge Jean-Louis Bruguière of France, Judge Armando Spataro of Italy, Scotland Yard’s Deputy Assistant Commissioner for Antiterrorism, Peter Clarke, former National Security Council member, Roger Cressey, CNN terrorism correspondent and author, Peter Bergen as well as many more. The topics at this year’s conference included: Lessons Learned: New York, London, Madrid; Lessons Learned: Al Qaeda and the Radicalization of Islam; A Comparison of Secrecy and Democracy in Europe and the United States; Cooperation and Coordination of Terrorism and Security; and Black Sites in Europe as a Transfer Point for Renditions.

Presidential Powers: An American Debate

At NYU School of Law, New York City April 25, 2006

The Presidential Powers Conference convened leading figures in law, history, journalism, and public policy, including John Dean, Viet Dinh, Sidney Blumenthal, Nat Hentoff, Bob Kerrey, Anthony Lewis, Richard Posner, Jeffrey Toobin and Sean Wilentz. Participants discussed fundamental questions facing Congress, the courts and the American people. Panels covered issues such as legislative war powers, the role of the courts in national security matters, and the ability of the media to inform the public on secret intelligence. This conference was part of the Center’s ongoing commitment to fostering debate on the central legal and policy issues related to the war on terror.
